Manufacturing leaders who have implemented these systems consistently report that the greatest obstacle is not technical but organizational. The tools themselves are not complicated. What is difficult is building a culture in which frontline employees feel genuinely empowered to surface problems, and in which management responds to that transparency with support rather than punishment. This, notably, is a challenge that Japanese manufacturers themselves continue to grapple with.
